By only counting the numbers of fouls, we neglect the difference of their effect on the points and on the possessions.

It can limit playing time early.
It can be a fifth in the NCAA, sixth in the NBA, the team foul limit.
It can be a foul without a penalty.
It can be a foul on the shooter, the dribbler.
It can be intentional fouling.
It can be with a bonus.
It can end with 2 or 3 free throws.
It can end with an extra won or a lost ball possession.
It can be an offensive foul or a defensive foul.
It can be a drawn foul.
It can be an emotional foul.
It can be a foul on a bad FT shooter.
It can be a tactical foul.
It can be an intimidating foul.
It can be a flagrant foul.
It can be a technical foul.
